I don't think there is a access limit, and it is confirmed in my meeting with Prof Mark Davies at his office in Brigham Young University on March 17.
Here is a quote from his web page about the data:
"The textual corpus itself is the British National Corpus, which was created and tagged primarily at the Univ. of Oxford and Lancaster Univ. in the UK (more info). The register categorization was done by David Lee. The basic "relational database / slot" concept has been used by other corpora that I have created, as well as other corpora that are based directly on an earlier version of this architecture, such as the Phrases in English project (2003)."
"The actual corpus was converted from the raw text files on the BNC World Edition, and the register categorization is based on the information from David Lee's Excel file. After using these two resources, all of the subsequent work was done solely by Mark Davies. This included the conversion of the raw text files to a flat file, importing the flat file into SQL Server, the SQL commands to link all of the tables and extract the desired data, and all HTML / ASP / ADO / Javascript coding for the Web interface."
