Well, that's not always the case. It was certainly not the case for the learner corpus conference that we organised in Beijing the year before last. Only 3-5 people didn't manage to come to the corpus conference.
The problem with the conference I went to this summer is twofold:
1. the organisors wished to get more participants, and, therefore, accepted all submissions, irrespective of their academic quality. Some of those were extremely unprofessional, and unpresentable in all respects. Generally, those people are less motivated to come.
2. the organisors needed to confirm the attendance by registration or other ways before the programme book was printed.
My observation or experience was but one of the extreme cases. That was why I was shocked too.
