It's not maintained any more. SWECCL corpus is copyrighted resource. Please purhcase a copy of the corpus, or borrow the CD of corpus texts from your university library.
I have obtained one actually; however, I found the web-based one is user-friendlily and time-saving, especially for a simple and quick check of some uncertain questions. Pity it does not work any more. Thanks.
