One obvious way to search for the lemma of "settle". For example, in the BYU-BNC:

search for "[settle] the problem" will return 6 hits.

Some concordancers like Wordsmith also allow search for two parts within a window span (in this case, "problem" can be modified, as shown in some of my examples).
