Discourse Markers in Spontaneous Speech

Fox Tree is a professor of pyschology, and her major research focus is on the so-called disfluencies and/or discourse markers in human speech production and comprehension.
 
Can we boldly say discourse markers do not have any propositional or semantic content?
 
in semantics, we use truth value to refer to such content. in other words, does the linguistic unit or structure links the concept/mental representation to the worldly phenomena. this is of course too simplistic an explanation.
