We (PSU) are relatively young in corpus linguistics, as we started only a few years ago, but the department and our centers have considerable resources and support, and interest is building up.
Depending on your background and interest (theoretical/Chinese/applied/psycho linguistics, etc.), also consider BYU (Davies), UCSB (Gries), Portland State (Concrad), UCLA (Tao), CMU (MacWhinney). This is of course still an incomplete list.

There are not many corpus linguistics researchers in north America that speficially work on Chinese or teaching Chinese as a foreign language (in linguistics, applied linguistics, or Asian studies departments). UCLA is one of your best options. If you are interested in the NLP side of things, check out Nianwen Xue

You obviously want to pay attention to the strength of the department at large as well, not just that of the individual corpus linguistics researcher, as you will necessarily be learning about and doing research related to the things that the faculty there do. Also, keep in mind that a program that is strong in Chinese language pedagogy and/or applied linguistics and that has a good corpus linguist who may not be working on Chinese per se could be a good option for you, too [e.g., CMU].
