关于CLEC中的"allocate jobs"

"CLEC语料库中还有这样的句子:The government no longer allocate jobs for students. 仅从词语搭配方面,这个句子的正确性就值得怀疑。在基于BNC的《当代朗文英语词典》的电子版中没有此搭配,整个BNC语料库中也找不到这样的搭配。"(薛学彦, 语料库与基础英语教育, 基础英语教育[J], 2004(4))
从薛学彦先生的论文中这一段得到启发, 不才我对 allocate jobs 这一搭配仔细琢磨了一番.

Agreed. Collocations like CREATE, AXE and CUT appear to mainly relect the situation in Western societies.

My way is like this: it may be ok if I can't make it statistical, but it is definitely not ok if I don't have sufficient data to make it rational.
 
It appears that in English job typically refers to a task (with the possible exception KE4 above) when it collcates with ALLOCATE, while in Chinese, 分配工作 is more likely to mean offering a job as an occupation.
 
Whatever a job is, when it can be allocated, it can be allocated. I feel inclined to think about the following questions: Whether jobs can be allocated in reality and whether jobs, as a word, can cooccur with "allocate"? But is "分配" truly what I have in mind about "allocate"? I don't think so. What people have in mind when they use the phrase "分配工作" is job offers. How a job goes to a job seeker they don't even unconsciously care. The utterance of "分配工作" is but a product of tacit knowledge of language. ............... Blah! I should stop. This is not the right way to go. But somehow I have got better understanding about the following quote:
One of the strengths of corpus data lies in its empirical nature, which pools together the intuitions of a great number of speakers and makes linguistic analysis more objective (McEnery and Wilson 2001).
 
In my view, collocability is closely allied with word meanings. A printing job is different from a job meaning employment (to lose one's job). Allocating jobs to graduates was a 中国特色 collocation mirroring the 中国特色 practice.
